Shared control aims to enhance human–machine collaboration by dynamically integrating complementary human and machine intelligence. However, within such frameworks, a fundamental challenge lies in dealing with the uncertainty regarding human intention arising from human bounded rationality. Existing methods predominantly rely on heuristic designs to handle this uncertainty, lacking a systematic theoretical formulation. To address this, we propose the Information-Gain-based Active Authority Allocation (IG3A) framework, which systematically formulates the shared control problem under bounded rationality, establishing the theoretical basis for principled arbitration. The core innovation lies in constructing a tractable surrogate objective that explicitly balances task exploitation and intention exploration, thereby overcoming theoretical intractability and transforming authority allocation into an active optimization process. Enabled by an adaptive weighting mechanism and a Monte Carlo scheme, IG3A achieves real-time autonomous regulation of the exploration-exploitation dynamics. Human-inthe-loop simulation and physical robotic arm experiments demonstrate that our approach significantly accelerates the convergence of intention inference while preserving task performance. We believe that this framework holds the potential to serve as a formal foundation for shared control under human bounded rationality.
